Reading the FY2027 State Department Budget

When I was at State, one of my favorite jobs was translating the budget for colleagues and senior leaders. Given the big changes to the structure of the Department, I wanted to do the same for the FY2027 budget.

This page compares the President's FY2027 request with the House bill. It also compares both proposals with the previous two years and shows how accounts were combined, renamed, or ended. I will add the Senate bill when it becomes available.

A second tab follows the money the Department is actually spending this year, account by account, using data from USAspending.gov. An obligation is a binding commitment, like a signed contract or a grant; an outlay is cash actually paid, often against commitments made in earlier years. That tab covers State's own spending; several lines in the bill are spent by other agencies.
